GUY ROUELLE — President
Guy has devoted the last 30 years of his professional life to aeronautics. Guy began his career as a Department of Defense Air Traffic Controller. Soon there after he earned the FAA’s certification as a Designated Air Traffic Control Examiner. Guy has worked his way through the ranks at the Vermont Agency of Transportation holding positions such as aviation education coordinator, accident investigator, chief pilot and most recently as the Aeronautics Administrator. He holds multiple aeronautical ratings including commercial pilot, multi-engine rating, certified flight instrument instructor, Master flight instructor, FAA Designated Pilot Examiner, and TERP instructor. Guy holds a Masters Degree in Aeronautical Engineering, Masters Degree in Aeronautical Operations, a Bachelor of Aeronautical Science and an Associates Degree in Meteorology. He currently resides in South Woodbury, Vermont.
DAVE BORTHWICK-LESLIE — Board Member
Dave has had a long career in aviation. His 40 plus years in the industry include 33 with Pratt & Whitney Canada, 5 with Embraer in Ft. Lauderdale and 4 with Atlantic Turbines International (Canada) where he worked in design, development, marketing and product support. Dave holds a B.S. in Mechanical Engineering from the University of Manitoba and has completed the Advanced Management Program at Harvard. He currently resides in Grand Isle, Vermont.
ANDY PALLITO — Treasurer

Andy began his career in state government in August of 1992 working for the Agency of Human Services. Transferring to the Vermont Department of Corrections in January of 2001, Andy was appointed to the Deputy Commissioner position in 2006 and then the Commissioner position in 2008. Andy served in this role until he was appointed to the Commissioner of Finance and Management in 2015. He served in these roles under three different Governors. Andy started with the GMCB in 2017.
Prior to joining state government, Andy worked for several large accounting firms.
Andy holds a bachelors degree from Saint Peter’s College in New Jersey. He is a resident of Burlington and holds an ASEL/IFR pilot’s license
